A Best Practice Transfer is conceived as a partnership endeavor, with both the 'provider' and the 'learner' standing to benefit from a well-structured exchange. It is expected that similar BPTPs would provide a facility for learning based on proven solutions to common problems or issues, adapting the methodologies and successfully implementing the same.

CMAG has initiated the transfer process of the best practices adopted by ULBs. Transfer is one form of a decentralised cooperation and presents several advantages over conventional forms of technical assistance and cooperation.

Best Practice Transfer Programme

The important advantages of "BP Transfer Program" include the following:

  • It is a demand driven process in which one party seeks to learn from a peer without any pre conditions or other agendas
  • It is an effective source of inspiration and a potential instrument of change based on the principle that "seeing is believing";
  • It is a cost effective means of matching supply with demand for information, knowledge, expertise and experience; and
  • It is a multi-dimensional form of learning, which typically combines political, administrative, technical and managerial dimensions that are difficult to address in more formal learning environments such as seminars, conferences, training courses and expert advice.

Best Practice Transfer Program

At least two study tours have taken place: one to Ahmedabad to attend the transfer seminar on AMC's Property Tax Reforms and the other by Morbi town to Bhavnagar city to study door-to-door garbage collection pilot.

What was being planned as a state level Best Practice Symposium 2002 on 15th Feb 2003 became a national event. There were more than 150 participants. The feedback to the event itself and the idea of 'Best Practice' has caught the imagination nationwide and requests are pouring in for sharing the outcome.

  • An unintended gain is the confidence of elected wing in the credibility of CMAG
  • The awards to small Class C and A towns have encouraged them tremendously. They give credit to CMAG for making them aware of the value of the good work that they themselves are doing!
  • The Transfer seminar on Ahmedabad's Property Tax Reforms has kick-started an advocacy campaign to enable municipalities to adopt similar reforms. CMAG is in touch with the government to bring about necessary changes in the regulatory framework.
  • Lastly, The Indonesian CMAs (16 persons) had a 7-day workshop with CMAG that included the symposium. CMAG transferred its learning from the current Best Practice Program including site visits to Surat and Vyara and mock documentation, presentations and prizes for the best team (3 groups).

In their words, the experience has had a tremendous impact on their de-learning and learning, conceptual understanding, relativity to developed and developing countries as far as innovations in urban management are concerned, interviewing and documenting capabilities.
